In honor of World Water Day (March 22), this month’s Document of the Month features a rare historical document, serving as a reminder that water scarcity is a problem that has long troubled the Attica region.

Memorandum of the Municipal Authority regarding the water supply of the cities of Athens and Piraeus, in the context of an impending parliamentary debate on a contract to address the water scarcity that has chronically afflicted the Attica region. The text includes addresses by the Mayor of Athens, Sp. Merkouris, and City Councilors during the Session of November 28, 1913, raising objections to the Central Government’s stance towards Local Government, as the Municipality of Athens is stripped of assets, infrastructure, and water-related resources, while simultaneously being called upon to assume new obligations (such as street watering) without its opinion even being sought on the planned water supply projects.
